There are more than 35,000 Local Acts in Alabama. Local Acts are laws of the State of Alabama that pertain only to a single county, city, or group of counties or cities, not to the entire state. (For an explanation of the legislative powers of county government in Alabama see this link.) Only recently has any attempt been made to codify these acts. Most are only available in printed form in the Acts of Alabama. Most are not codified in any way whatsoever.
PARCA has collected these Local Acts (1918-2015) and put them in a searchable database. The database is currently under construction, but will be available to the general public very soon.
